A survey by two national groups concludes that state budgets will have rough sledding in the coming year -- no big surprise to people who have followed Arizona's budget travails. "States, unfortunately, are still suffering," said Scott Pattison, executive director of the National Association of State Budget Officers. Verschoor is chairman of the Ax the Tax Committee, which is working to defeat the one-cent sales tax hike on the May 18 ballot.
